On January 8, 2009, morning, the provincial investment promotion Bureau held ‘The challenges and opportunities of Heilongjiang service outsourcing industry under financial crisis international forum’ in Harbin. The vice secretary general Aiwu Yang addressed the meeting, along side with the attendants of the relevant provincial department and bureau leaders, Harbin, Daqing municipal government and leaders of relevant departments, some service outsourcing business representatives and the news agencies, a total of more than 100 people took part in the Forum. At the end of the forum, vice governor Yao Sun feasted five service outsourcing experts who are from the United States of America.

Our province’s outsourcing industry is attached by the great attention from provincial committee and provincial government. With the considerable supports from the ministry of commerce, ministry of science and technology, ministry of industry and information technology. With the joint efforts from the relevant provincial departments and, some cities, the service outsourcing industry has achieved rapid development.

At present, our province’s Daqing city’s service outsourcing industry park and the city of Harbin have already recognized as "China's Service Outsourcing Demonstration Garden" and "China Service Outsourcing Base City" respectively by the Ministry of Commerce, ministry of industry and information technology and ministry of technology. There are 16 service outsourcing industry base cities and 4 service outsourcing industry demonstration areas nation wide, our province is nominated as one of the 2 provinces which has both ‘national level base city and demonstration area’ simultaneously, is one of the most important service outsourcing undertaken areas nation wide.

Leaded by the delegation leader, the United States Government Association Chief Information Officer Bert Jarreau, followed the attendants for this meeting also have: The workflow management coalition (WfMC) president Kenneth kin-Wah mei; the United States, Texas, Harris County Chief Information Officer Steven W. Jennings; the former chief information officer of county Los Angeles, the United States, Jon Fullinwider; the Global 360 information outsourcing department’s vice president Chuck©qBarnett from the United States. To the question of the international financial crisis, they did researches and discussion for the challenges and opportunities for service outsourcing industry in the meeting.

Meanwhile, the vice secretary general also introduced and presented the developing status, potential and strengths of our province’s service outsourcing industry to our delegates. Government departments also showed the great attachment of attention and strong supports to the development of our province’s service outsourcing industry, intently revealed the sincerity of cooperation and positive attitude. Enhanced the realization of experts, business and enterprises from international service outsourcing industry£¬reinforced the confidence of cooperation with our province and oversea enterprises. This meeting plays a positive role in promotion for our province to face the challenges and seize the opportunities to seek better and more rapid development.
